How to Make Sure Your Pallet Delivery Will Meet ISPM 15 Requirements

Wooden pallets are a trusted packaging method that is used to efficiently transport all manner of goods nationally or internationally. But, when looking to source pallets for a pallet delivery, it is imperative that one takes into account the regulations that surround the global movement of real wood packaging, as any solid wood packaging materials that are to be imported into Australia - or that are to be used to export goods - are required to be compliant with requirements outlined in the document Biosecurity Import Conditions. Although this may sound daunting, it is very similar to way soft furnishings in our homes are now required to meet fire regulation standards; and we, as a consumer, must simply be aware of these regulations, and ensure our purchases are compliant to ensure our safety. 

Why is Regulation Necessary? 

Moving real wood around the world is known to have the possibility to create a global spread of wood pests. This means that, when left unregulated, the movement of real wood goods around the globe can have a detrimental impact on natural plant resources. In order to prevent this occurrence, the International Plant Protection Convention (IPCC) established a series of regulations that would allow for the free movement of goods, whilst simultaneously protecting the locally cultivated flora and fauna of an area. 

Within these regulations are the International Standards for Phytosanitary Measures; namely ISPM 15, which is the set of specific requirements that need to be met during the international movement of solid wood packaging materials. When choosing a pallet delivery it is imperative to ensure, as a consumer, that these standards are met. 

So, What is ISPM 15?

ISPM 15 is 'the international standard for regulating the movement of timber packaging and dunnage through international trade' (Home ISPM15) and, as such, now forms an integral part of the regulations in place for importing solid wood packaging, such as pallets, into Australia. 

What do the ISPM 15 Regulations Apply to?

ISPM 15 applies to all softwood and hardwood raw packaging materials. Notably, when looking at pallet delivery, ISPM 15 does offer specific guidance in relation to timber pallets. 

How Are Pallets Able to Comply With ISPM 15?

There are many processes and procedures that can be undertaken during the pallet manufacturing process to ensure that the pallet delivery you receive will fully adhere to the regulations outlined in ISPM 15. Two of the most commonly used certified processes to ensure wood is ISPM 15 compliant are heat or fumigation treatment; both of which are carried out to ensure that no live pests will be brought into the country as unwanted passengers on the real wood packaging. 

How Can I Be Sure My Pallet Delivery is ISPM 15 Compliant?

ISPM 15 compliant items are marked to show that they adhere to the necessary requirements. In order for this information to be a valid paperless certification of adherence, the markings must include: the IPPC symbol; the ISO two letter country code (e.g. for Australia this code is AS); the IPCC abbreviation for the approved measures that have been carried out on the item (e.g. 'HT' if the item had undergone heat treatment); the control numbers or letters of a facility authorised by the NPPO.

Pallet delivery remains an efficient, and effective, means of transportation and, when armed with a little knowledge about the IPCC requirements, it is easy to know you are using the right pallets not only for the job, but also for the environment.
